Course Description

Stormwater discharges from certain industrial activities are subject to environmental permitting requirements. The success of your facility’s regulatory compliance depends on understanding permitting requirements and options, how to develop, review, or improve a SWPPP, and effective implementation techniques. Most SWPPPs are prepared and implemented at a facility level without initial permitting authority review, so the first agency evaluation of a facility’s stormwater compliance program often occurs during regulatory enforcement inspections.

Facilities subject to stormwater discharge permitting under the National Pollutant Discharge Elimination System (NPDES) must obtain the appropriate permit, develop SWPPPs, and effectively implement a compliance program. Because facilities differ in site configurations, potential pollution sources, receiving water type, and opportunities to control exposure, stormwater regulations are intentionally flexible—but that flexibility also presents risks of errors, missed opportunities, and compliance deficiencies.

Redeveloped for 2026, this course focuses on permit and SWPPP requirements common to all states. Federal requirements and state-level permits are addressed based on applicability and attendee interest. Class exercises include evaluations of facility SWPPPs, and students are encouraged to bring their own plans and permits for in-class review.

Sarah Campbell is a certified project management professional and an environmental compliance and management specialist with more than 12 years’ experience supporting private and Federal clients throughout the United States. She has prepared or updated more than 75 SPCC plans and SWPPPs and provided training on plans. Sarah is an experienced environmental compliance auditor, having performed multimedia compliance audits nationwide that include the evaluation of SWPPPs and SPCC plans and plan implementation.
Craig Schwarze is an environmental compliance professional with extensive experience in stormwater management across industrial, construction, and federal facility contexts. His work includes developing, reviewing, and auditing stormwater pollution prevention plans (SWPPPs) and supporting clients with permit compliance under the Clean Water Act, including NPDES industrial and construction general permits. Craig has worked with federal land management agencies and private industry clients across a range of sectors, providing practical guidance on best management practices (BMPs), inspection requirements, and permit conditions. He holds the Certified Hazardous Materials Manager (CHMM), Certified Professional Environmental Auditor (CPEA), and Certified Instructor Trainer (CIT) designations, and teaches with an emphasis on applying regulatory requirements to real facility conditions.
Bill Decker is a registered Professional Engineer in 40 States/Territories and has extensive experience permitting the discharge of stormwater associated with industrial facilities, construction sites, and municipal separate storm sewer systems. During his 40 plus years of diverse environmental experience, Bill has developed Storm Water Pollution Prevention Plans (SWPPPs) for a wide range of facilities that contain practical engineering controls and best management practices that will aid in the reduction of contamination in stormwater discharged from a facility.  Additionally, Bill routinely works with facility personnel responsible for maintaining engineering controls, conducting site inspections, and sampling stormwater to ensure that the facility maintains compliance with their permit.
