Course Description

The FRP Compliance Course is the Aarcher Institute’s new course being offered to the regulated community under EPA’s regulation 40 CFR part 112, section 112.20 and 112.21, Appendices C-F, which require facilities to prepare a contingency plan to response to small, medium, and worst-case discharge of oil. The FRP plan holders represent a wide range of facility types, including petroleum storage terminals, refineries, electric utility plants, manufacturing plants, oil production facilities, etc. 

These facilities are required to understand and meet the criteria of the rule. This two-day program is to assist the response staff, qualified individuals, and management to complete this detailed course to ensure that they can create a plan to successfully implement a spill response and training program.

Each module covers regulatory intent, applicability, specific compliance requirements, and practical strategies drawn from real-world experience.

This format keeps the training engaging and aligns the presenter’s firsthand expertise with the subject matter. Open discussion is encouraged throughout, allowing participants to explore unique environmental management challenges and proven compliance approaches with peers and the instructor. You will leave with improved awareness, actionable knowledge, and the tools to improve the planning and preparedness of your facility.

The Original FRP Compliance Course covers the full range of the Oil Pollution Prevention regulation and management strategies in focused training modules, each addressing regulatory intent, applicability, specific compliance requirements, and practical strategies.

She started her career as a responder and inspector in Westchester County Health Department for 10 years, then accepted a position with the United States Environmental Protection Agency as an On Scene Coordinator, a national emergency responder and inspector for 31 years. Across her EPA tenure, Arlene served as a senior agency instructor, ICS‑certified trainer, and COR, developing national training programs and managing regulatory inspection materials across major environmental statutes. She led multi‑agency responses to major incidents, including Hurricanes Helene, Milton, Katrina, and Rita, and the World Trade Center recovery, earning multiple EPA medals for leadership. She also directed large‑scale cleanup operations, advanced national emergency response capabilities, and held key command roles coordinating complex, multi‑jurisdictional environmental emergencies.
